This award is designed to recognize the extraordinary achievement of an Arizona specialty court, diversion, or alternative to prosecution program Prosecutor. This award could be given to a Prosecutor (or two-prosecutor team) for one specific case or for aggregate accomplishments in the past year which demonstrate the Prosecutor’s exceptional work in pursuit of justice.

Navajo County felony attorney Clint Metheney is a U.S. Army veteran and Captain in the United States Army Reserve, serving as a Judge Advocate. It is his active-duty experiences and service as special victims counsel and judge advocate that drive Clint’s commitment to his work with the Navajo County Veterans’ Court and his belief that veterans deserve a chance to reclaim some of the valor they lose by committing crimes. In 2024, Clint was instrumental in helping secure a $950,000 grant to expand the Veterans’ Court. He goes to great lengths to coordinate with the Department of Veterans Affairs, court administrative offices, social workers and community resources to secure services for participants. The Navajo County Attorney’s Office is fortunate to have Clint in the felony division and Veterans’ Court, and proudly nominates him for the 2025 Arizona Specialty Court & Diversion Program Prosecutor of the Year Award.
2024

Keatan Williams serves as the coordinator for the newly developed Pathway Diversion Program and as the assigned prosecutor for Coconino County’s Recovery Court and Mental Health Court. The Pathway Diversion Program is a post-arrest, pre-charge diversion program that connects individuals who are arrested on felony drug possession with treatment. This is the first program of its kind in Coconino County history, and Keatan has been instrumental in creating, improving, and growing the program. Keatan also serves as the prosecutor team member for our Recovery Court program which focuses on high-risk and high-needs individuals struggling with alcohol and/or drug addiction. Finally, Keatan has overseen the expansion of the Mental Health Court. This is a new treatment court that focuses on mentally ill individuals who have committed felony offenses. This past year, the Mental Health Court saw their very first graduates, thanks in large part to Keatan’s collaboration with our justice partners.
2023

Kristina Guerrero has a passion for Alternative Prosecution and Diversion programs and has significantly contributed to improving outcomes for our most vulnerable population. Several years ago she helped found CARe Court in our Justice Court to benefit defendants with mental health issues, including veterans. During the Covid-19 pandemic it was difficult for CARe Court to continue, but in this past year Kristina was able to revive it through her hard work and contacts in the community. Last year Kristina was the Cochise County Attorney’s Office Drug Court Team member, screening all applicants to Drug Court and attending weekly Drug Court sessions. With the new Rural County Alternative Prosecution and Diversion grant, Kristina will be one of the main Drug Unit charging attorneys making referrals to the new felony Drug Diversion program. Despite her heavy caseload, Kristina is always available to aid in developing and implementing Alternative Prosecution programs in the pursuit of balanced justice.
